Article 1. Name
The Dormitory is named the Korea University Anam Dormitory (hereinafter “the Dormitory”).Article 2. Purpose
The Purpose of the establishment of the Dormitory is to provide students with accommodation during their period of study and to promote a sound atmosphere for growing well-rounded talents via a communal life that encompasses both liberty and discipline.Article 3. Operations and Supervision
The Dormitory is operated and supervised by a General Director designated by the Korea University President.Article 4. Scope of Authorized Users
Only residents may use the Dormitory’s facilities. However, if permission is granted from the General Director for the purpose of education, non-resident students may also use the Dormitory facilities during summer and winter vacations.Article 5. Rules for Residents
The General Director enacts the Rules for Residents with the approval of the Korea University President for their orderly life at the Dormitory.Article 6. Establishment
The Dormitory is to establish an Operations Committee (hereinafter “the Committee”) to enact basic principles of operating the Dormitory and to address other important issues related to it.Article 7. Organization
①The Committee is to be composed of approximately 10 members including the Head of the Committee. ②The General Director assumes the role of the Head of the Committee; the Dormitory Supervisor, the Head of the Office of Planning and Budget, the Head of the Office of Academic Affairs, the Head of the Office of Student Affairs, the Head of the Office of General Affairs and the Head of the Office of Management assume the roles of other members; and the Maintenance/Operations Team Leader assumes the role of administrative secretary, upon the approval of the Korea University President. ③The Tenure of the Committee members lasts until they leave their positions.Article 8. Functions
The Committee takes the responsibility of the following: 1.Amendments to the Dormitory Rules and Regulations; 2.Room Rent Pricing; 3.Budget Planning and Settlement; and 4.Other Important Issues.Article 9. The Dormitory Organization and Tenure
① The Dormitory Organization is structured as follows: 1.General Director 2.Several Dormitory Supervisors 3.Management Team Leader 4.Several Staff Members ②The positions of the General Director and the Dormitory Supervisors will be assumed by full-time faculty members, and their tenures will be two (2) years and one (1) year, respectively. ③The Korea University President hires the Management Team Leader as a full-time employee. Other staff members will be hired according to an independent internal regulation. ④The Dormitory may open the positions of Resident Assistant, whose eligibility, roles and responsibilities and salary will be determined according to an independent regulation.Article 10. The Dormitory Supervisor Assembly
①The Dormitory Supervisor Assembly will be convened by the General Director, and comprised of Dormitory Supervisors and other full-time faculty members designated by the Committee. ② The Dormitory Supervisor Assembly takes the responsibility of the following: 1.Selection of prospective student residents (applicants) 2.Selection of prospective student residents (applicants) 3.Agenda to be addressed in the Committee 4.Other Important IssuesArticle 11. Admission and Move-in Period
①Admission decisions are made at the beginning of each year, and the Move-In period is, in principle, one (1) year. ②The first and last dates of the Move-In Period are based on the Academic Calendar. Residents who are accepted in the middle of the Period should also move in before the Period ends. ③Residents who intend to move out during the Move-In Period should submit a written 7-day notice to the General Director.Article 12. Eligibility
Students of excellent academic performance and integrity who are currently enrolled at Korea University are eligible to apply for dormitory housing. Students at the Seoul Campus will be prioritized in the selection process.Article 13. Disqualifications
Students are disqualified from applying for Dormitory housing if they: 1.have been submitted to a disciplinary action or been placed under an academic probation according to the Academic Regulations within the past one (1) year (or have a GPA of 1.75 or lower at the time of application for re-entry to the Dormitory in the sophomore year) 2.have been forced to move out from the Dormitory as a disciplinary action 3.have been infected with diseases designated by law 4.are on a leave of absence 5.have been reasonably disqualified by the General Director.Article 14. Resident Selection
①Students who intend to apply for dormitory housing should submit an Application Form to the General Director during the designated period. ②The General Director makes admission decisions at the Dormitory Supervisor Assembly. For the selection of students who have studied at Korea University for at least one (1) semester, their GPA and any penalty points will be considered in the selection process, where they will be ranked according to the following formula: (GPA)-(Penalty Points from the previous year)*0.1. ③The General Director may rank admission candidates on the waitlist in order to fill in possible vacancies.Article 15. Resident Registration
Students who are admitted to the Dormitory must register as residents within the designated period by submitting a Tuberculosis Test Certificate issued from a medical institution and a Written Oath to Comply with the relevant Rule and Regulations.Article 16. Use of Public Facilities
Regulations around the use of the public facilities within the Dormitory will be enacted separately.Article 17. Forced Move-Out
Residents may be forced to move out from the Dormitory by the General Director if they: 1.have received a certain number of penalty points 2.have failed to make required payments in time 3.are not appropriately enrolled at Korea University 4.have been submitted to a disciplinary action or been placed under an academic probation according to the Academic Regulations 5.have been infected with diseases designated by law. 6.have been reasonably determined to be incapable of a sound communal life by the General DirectorArticle 18. Penalty Points
Residents may receive penalty points if they fail to comply with this and other Regulations.Article 19. Request for Disciplinary Actions
If Students are forced to move out from the Dormitory, the General Director may request the relevant authorities of the University to impose additional University-level disciplinary actions on them.Article 20. Cost-Bearing
Students must bear the costs of dormitory maintenance, cafeteria meals, and other expenses of their choice at the Dormitory, except for the costs of building and maintaining the infrastructure and staff salary, which are funded by the University.Article 21. Rent
①Residents must pay the rent for the Dormitory maintenance. ②When moving out from the Dormitory, residents should submit a Move-Out Application Form. In the case of property damage or loss, residents must make necessary recompenses.Article 22. Payment Deadlines
The rent must be paid every semester. The deadlines for the payment will be decided by the General Director.Article 23. Refund
①Students who choose not to move in and request a refund before the Move-In Period may receive a 100% refund. ② Residents who intend to move out of the Dormitory are subject to the following refund policy: 1.30 or more remaining days: the refund will be prorated on the remaining days, with a 10% deduction of cancellation charge. (An additional deduction of KRW 100,000 will be made for residents who are forced to move out as a disciplinary action.) 2.Fewer than 30 remaining days: No refund.Article 24. Fiscal Year
The fiscal year of the Dormitory runs from 1 March of each year to the last day of February of the following year.Article 25. Budget Planning and Settlement
①The General Director must draft an income-expense planning report before the start of each fiscal year, and, via collaboration with the Head of the Office of Planning and Budget, have it approved by the President of the University. ②The General Director must submit an income-expense settlement report, once audited at the end of each fiscal year, to the Committee, and, via collaboration with the Head of the Office of General Affairs and the Head of the Office of Planning and Budget, have it approved by the President of the University. ③The income and expenses of the Dormitory must be audited at least once a year by the Head of the Office of Audit. ④The remaining balance for the maintenance of each year will be carried over to the Facility Maintenance Fund of the following year. ⑤The remaining balance for the maintenance and cafeteria meals of each year will be carried over to the Facility Maintenance Fund of the following year.Addendum |
① (Effective Date) The Amendment to this Regulation is in effect as of 1 March, 1991. ② (Dormitory for Foreign Students) The Regulations for the Dormitory for Foreign Students shall be established independently from this Regulation. ③ (Amendments) Amendments to this Regulation, after going through a resolution of the Committee, must be approved by the President of Korea University. |
